You can always make a new clan as long you have a fief, 500 influence, 20k and the wanderer (and are the ruler). However, I feel once I have a large amount of clans all normal clans give me the "I'm happy with my liege" line regardless of the situation. It's likely is more complicated then just a hard limit but there's something to it.

You can disband that party and make them come back to you, you just can't control them. In lower right hand corner if you see a button that looks like a bunch of flags together.
