All the ring amounts are worded "your towers", so presumably ones you build initially (not upgrade). I think you are right. The player doesn't build the towers, Cassia does. My guild and I have noticed that she follows the map owner around. The rest of the party can assign towers, but the map owner has to bring Cassia over to build them.
