Yeah its to limit people hatchet running which many people think is poor practice. I personally think that maybe under a certain level it shouldnt apply. Yeah you can "hatchet run" no risk (money wise) high reward. some friends told me if you play a raid with no gun at all the scavs will hunt you down and kill you.
