Perma-bans come as a 3rd strike, and they are essentially inevitable if you're using a modified client (such as PGSharp), to access Niantic's servers. Not only do they consider this cheating and a violation of TOS, they also have to consider it a potential security exploit/vulnerability.

There is no ban wave for Pgsharp. The two people who said they got their "2 strikes" for using Pgsharp didn't tell you where they got their 1st strike. Just received mine too. Also first time 7 day ban. I remember i just hopped on pgsharp. Saw that rayquaza was back! and immediately travel there. Beat the raid. Catch it and stayed around London for a while. Actually did the free pass and 2 other passes that i was saving. At this moment i decided to browse a bit on reddit, and did see the ban wave.

On the other hand, Pgsharp never got a ban wave. The people who reported strikes 1 to 4 months ago triggered the new anti-cheat behavior system and got their strike that way. About 30 people reported a strike using a 3rd party modified app while a few reported a strike using a rooted method that uses the official Pokemon Go app.
