I just finished clearing the entire base and I was overwhelmingly disappointed with the loot I got. Went there with my friend last session and didn't really find anything worthwhile, including backpacks. Ahh, this explains that. We had VERY few zombies spawn in the base, and they were all (I think) wearing civilian clothes.
