Yes. The P229 when it was originally introduced in 1992 did not have a rail. That continued I believe at least into into the late 1990s and maybe longer. I am pretty sure the rail-less P229s all had Legacy slides with the half-height serrations and short external extractor, which will probably affect the holster fit.

In the USA, only the frame is required to have a number. I guess the 320 and pistols like it only have it on the chassis or whatever they call the metal part that rides inside the polymer.
