Your PD needs to be earlier than Final Action Date for your category (for example EB2 RoW) Gotcha, Say your PD is Sep22 like you said and you filed in Jan 2023, In Jan 2023 at the time you filed the PD was Dec 22, which means it was earlier than the Final Action Dates at the time of filing but no decision yet.
