Fallout 4 beginning stuck.

FO4- Terminal stuck at "initializing". I've already completed the whole Vault 88 quest line. I'm trying to build some of the happiness-enhancing objects at other settlements, but the attached terminal just keeps showing "Initializing..." I've already separated them on the power grid, scrapped them, moved wires, verified the cache...Save and exit. Try to run the game full screen like normal. This worked for me. I also would change the max fps for fallout 4 to be 72 or else the game will break. IE run faster like dialogue and stuff. Do this by going into Nvidia Control Panel, Manage 3d settings, program settings, fallout 4.exe and change the max frame rate to 72.
