Rick, it sounds like your hydraulics are working normal, when in the draft position the hydraulics operate differantly, they are controled by the movement of the draft spring that is attatched from the hydraulic rocker to below your seat.

The adjustment is only for the draft control behaviour, but it also affects the lifting speed. Therefore the bypassing of the valve by pulling the lift control lever fully up to lift at full speed.
