Lost sectors may not be dropping exotics due to various factors. It could be due to bad luck, as there is no bad luck protection in place for exotic drops. Additionally, the chances of getting an exotic drop from a lost sector are not guaranteed, with a 1/3 chance for master difficulty and a 1/4 chance for legend difficulty.
It is restricted to DLC owned and heavily weighted, but not guaranteed to drop un-acquired exotics first. Duplicate drops can happen. Note the Shadowkeep campaign exotics are an exception and will be excluded from ALL loot pools until obtained from finishing the campaign. Yes, I leveled it up and then ran lost sectors until they all dropped but foetracer. Foetracer is just a world drop exotic.
