Not enough raw materials. I have a city of 125,000. I keep getting buildings abandoned, maybe 2 or 3 every few hours in my industrial areas (of which I have 3 spread around). I have terrific traffic flow for trucks and I have a cargo train station right next to it with no traffic flow issues. So maybe you just need to wait a little longer. In my experience, when buldings lack resources, it is not about how much you produce, but rather because the supply line is somwhow hampered. It does not matter if it is import or own production. So basicly it is a traffic issue.
