i tend to minimise beam as much as possible, max draught then trim as needed as needed for weight. Draught is pretty subjective. It can be used to trim displacement if you're not going for the absolute best survivability. Imo, beam is really easy. Now unless something gets added into the game where GDP has another use other than naval budget, then naval budget % increases are the way to go. You're an Admiral of the Fleet, you don't need money. Admiral is not a title, it is happiness! You need the GDP of the state and the Prestige of the fleet. When you are given a choice in events, choose what will increase the GDP and what will increase the prestige of the fleet. ok thanks. #4.
