It definitely can be acquired from Exotic Caches. So I'd probably matchmake for Countdown on Challenging difficulty with targeted loot set to backpacks. That way you're also earning Countdown credits that can be spent on Exotic Caches.

I did it mainly with countdown (challenging) targeted loot backpack. You will see a lot of acostas bullsh*t backpacks. Every 2 matches you have enough countdown points to buy a exotic cache. For variety, Summit with friends farming floor 10 is also a good option. If that's get boring too, missions with targeted loot backpack.
