I recently got a Bluestar 2E, serial no. HK259114 I believe. I was welding with it, broke my arc, and then the engine kicked into high idle. As for the terminal C vs. terminal A, the Blue Star idler system energizes the throttle solenoid to take the unit to weld speed of 3000RPM rather than energizing to reduce speed to low idle as with most Miller machines.
