What worked for me is changing the output source FFXIV uses. My headset has a game mode and chat mode, and it outputting to the chat mode produced a horrible static and caused the game to crash in directx 11. Switching it to game mode fixed all those issues and let me launch normally. 3.

Don't know what could have affected this now but with the Arctis 7 you are supposed to use game as the primary audio device with chat set to communication only. Game has far better audio quality than chat, plus that setup allows you to lower game or chat audio without affecting the other.
